GENERAL STATEMENT OF DUTIES:
To oversee and coordinate the day-to-day management duties and responsibilities of economic development programs, services and projects relative to local, state, federal and foundation funding in the division of Community Development. Responsible for ensuring compliance with applicable guidelines, specifications, requirements, and budgets. Responsible for the oversight of both internal and external compliance monitoring and developing the appropriate tracking and reporting systems to encourage adherance to all of the appropriate compliance protocols. Responsible for the management of all economic developing programs including FAEC, OBC, energy grants, brownfield administration, revolving loans, section 108 loans and other grant reporting systems. Responsible for developing the appropriate partnerships and collaborations to further economic development for Flint (Genesee County, Genesee Regional Chamber of Commerce, CEDS, etc). Ensure that all reports are filed on a timely basis. Responsible for providing monthly performance reports to the department director and the administration. Responsible for monthly Service Provider meetings. Responsible for developing accountable, accurate and transparent data and reporting systems. Work is evaluated based on results and compliance with relevant guidelines, contract requirements, schedules and budgets, as well as timely completion of job functions and requirements.
 
SUPERVISION RECEIVED:
Works under the general supervision of the DCED Director who reviews work through reports and conferences to evaluate performance.
 
SUPERVISION EXERCISED:
Exercises supervision over staff required to complete projects assigned and exercise partial supervision over Division personnel by interpreting analysis, policies, and reports.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Coordinate Genesee Regional Chamber of Commerce activities; Develop and Lead City of Flint Economic Development Initatives; Coordiante the city's lead of the CEDS Strategy;
2. Oversight and Coordination of Tax Abatement requests; Oversight and Coordination of Brownfield Authority Requests; Oversight and Coordination of Economic Development Initaitve Requests;
3. Oversight and Coordination of Brownfield Development Initiative Requests; Oversight and Coordination of the Section 108 loan program; Oversight and Coordination of the Economic Development Corp;
4. Supervise and Manage the Flint Area Enterprise Community Initiative; Coordinate City's efforts to provide HUD Section 3 Compliance resources; Coorinate City efforts to increase M/WBE participation;
5. Oversight and Coordination of the Green and Healthy Homes Initiative; Oversight, Coordination Management of City of Flint Grant Initiatives; Oversight of the Management of the Oak Business Center;
6. Oversight and Management of EPA and DEQ Grants and Assessments; Management and Coordination of the Renewal Community Designated Resources;
7. Oversight and Management of EDC and FAEC Revolving Loan Funds; Oversight and Management of the Small Business Development Program; Develop Standards of Operations;
8. Grant Reporting; Implement New Administrative Policies and Procedures;
9. Train Staff in Standards of Operations; Conducts monthly meetings with staff and partners; Create and develop program/services and cost tracking systems;
10. Create and Develop Performance Database System; Oversight of Dept. Contracts and Memorandums of Understanding; other agreements as necessary;
11. Provide follow-up and detail work to insure orderly and effective project implementation, including the development of forms and procedures; trains individuals associated with the project;
12. Coordinate the review and inspection of contractual specifications for compliance with Federal, State, and local requirements;
13. Coordinate the completion of assigned tasks with other departments, outside contractors and consultants, and representatives of government;
14. Investigate and define problem areas, conduct studies and prepare reports recommending solutions or courses of action related to contract administration and/or projects.
15. Take corrective action, as required, to resolve problems;
16. Monitor project operating and project development budgets;
17. Inform the procurement officer of any technical or contractual difficulties encountered during performance in a timely manner;
18. Inform the contractor of failures to comply with grant requirements of the contract or to show a commitment to customer satisfaction, particularly if the contractor does not make corrections;
19. Evaluate proposals for and participate in negotiation of changes and modifications;
20. Maintain a file containing contracts and modifications thereto, all contract correspondence, records, memos and conversations with the contractor, invoices and vouchers; and
21. Supervise Spec Writers.
 
MINIMUM ENTRANCE REQUIREMENTS:
1. Bachelor's degree in public administration, business administration, or related field, plus 3-5 years of progressively responsible experience in either grant management and/or administration
2. *With an equivalent combination of education and experience may be substituted.
3. Valid driver's license required.
4. Minimum 3-5 years experienced in a community development and/or housing.
5. Has substantial experience in contract compliance working with state, federal and/or foundation grants.
6. Grantwriting experience is required.
7. Must possess excellent oral and written communication skills.
8. At least 3-5 years of management experience.
9. Excellent presentation and team building skills.
10. Must possess at least 5 years of experience working with contractors with a fundamental skill-set in the areas of contract compliance, contract negotiations, contract writing and
11. developing contract compliance systems, policies and procedures.
 
NECESSARY SPECIAL REQUIREMENTS:
1. May be required to pass a drug test and background test.
2. Must comply with DHC policies and procedures.
 
PHYSICAL DEMANDS:
While performing the duties of this job, the employee may be frequently required to stand; sit; walk; talk and hear; use hands and fingers to handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
